Growing or possessing small amounts of pot has been decriminalized or protected by 25 states and the District of Columbia. I guess the state and federal governments are agreeing with the people somewhat. i don't care eihter way, not like i have a personal interest.

It depends on the countries involved in the war, but for national security interests these days, It seems like the federal government leans more toward focusing on external threats. Obviously, some mix of the two is its imperative. Not sure why you threw that in at the end 'cause it's the only answer. The question is: what percentage for each one?
