reading this grad school thing abotu a british spy in soutehrn russia in 1919, apparently teh greatest spy ever.  only thing im getting from it so far is he was a terrible analyst of the situation around him. was rarely correct in anything he said or predicted.
 
and 1919? u kidding me?  i dont know who the fuck these people are man, and i couldnt care less. this random person, this random territory, thisr andom government...there's a reason I never heard about any of it.

It depends on the countries involved in the war, but for national security interests these days, It seems like the federal government leans more toward focusing on external threats. Obviously, some mix of the two is its imperative. Not sure why you threw that in at the end 'cause it's the only answer. The question is: what percentage for each one?
